Does “Prime” = Patch?

I thought any card that has “Prime” material relic and/or numbered to 25 would be a patch 99% of the time. But behold the new addition to my collection…

States “Prime” on the front of the card and is numbered 12/25, but no patch…

    I take prime to just mean “not plain white jersey.” It could be plain one color, but it’ll be a solid patch. But usually my “prime” cards include breaks in the swatch in either color or stitching. Not always patches though.
